President’s Message

After what has been a relatively mild winter, the lake eagerly awaits the return of our seasonal community members. It seems that more and more people are spending increasing amounts of time on the lake, enjoying all the seasons. This is great and it probably accounts for the fact that, once again, we have no recorded break-ins.

As you arrive you will notice that the lake level is UP. Early in the new year we wrote and phoned the Trent-Severn folks to ask them to exercise due diligence in capturing run-off water. This has had a positive effect and we hope this will help maintain lake levels this year.

You will also notice that Mother Nature has provided us with naturally formed "speed bumps". Think again before you race down the road. No doubt our roads chairman, Fred Musinka will be addressing this issue with the township.

Our May meeting will be important because there are a few initiatives to visit and make decisions on. I have attempted to address them in some detail so that you can think about them prior to your attendance at the meeting. Therefore I would ask you to pay special attention to the following items contained later in the newsletter:

This will be my last newsletter while holding the office of president of the KLCOA. I want to take this opportunity to thank the members of my executive as well as all the community members who have worked so hard to make Kennisis such a great place to be.

 

LAKE DEVELOPMENT

Nothing significant has happened since the issuing of our last newsletter. We continue to explore the best option for managing the areas which will be deeded over to the KLCOA. At our meeting on May 18, we will be outlining exactly what we will be receiving, how we have managed to preserve open space and will be seeking advice on what our next steps should be. We again ask for advice from anyone of our members who has experience with land trusts.......if this is you, please contact me.

Already we have new neighbours on the lake. Several homes/cottages have been erected, and more are in the building stage. The hydro line is almost in and the road is nearing completion. We have begun to make contact with some of the owners. We hope that their integration into the Kennisis Community will be exciting and rewarding.

   

 

BY-LAW/POLICY CHANGE

We continue to have difficulty collecting the small annual dues we require for membership in the KLCOA. Once again we tried to collect delinquent dues and this was partially successful. It would appear that our records were not entirely correct and if I caused any inconvenience, I apologize. The fact remains that some members regularly pay only every other year. Some wait until late in the year to make their payment.
This causes great inconvenience to those who are in charge of making decisions, planning events and, most importantly, paying the bills. Your executive met and recommended the following:

* That the Constitution be changed so that the due date for memberships be July 1. Currently the date set is Labour Day. A discussion of this issue will be on the agenda at our May 18 meeting. Because you will not have received notice of this motion 2 weeks prior to the meeting, no formal vote can be taken until our meeting to be held on August 31.

The current by-law reads:

C. Dues are payable by July 1 for the current year.

* It has been the practice in the past to continue to forward at least two more newsletters to those members who had not paid their dues. This was done in the hope that memories would be jiggled and payment would ensue. It seems unfair to those who faithfully pay their dues to have delinquent members receive the same benefits. It is the recommendation of the executive that members who do not submit their annual dues not receive the next newsletter.

 

FIRE EQUIPMENT

We currently own fire pumps, hoses and a trailer which are given required maintenance each year and are tested to make certain they are in working order. Once a year we attempt to have a fire "drill' so that interested volunteers can become familiar with the equipment's operation and would be ready to assist should the need arise. The maintenance is not a problem; the "drill" usually brings out only 2 or 3 people. The whole system has become a real problem because:

1. There are few volunteers available to be of any great use. Liability for loss of wages becomes an issue if a volunteer becomes injured and cannot work.

2. There is no workable system for notification of volunteers, should a fire occur.

3. The Haliburton Fire Department is the department to notify in the event of a fire and they could respond faster than we could. We currently have no one volunteering who has a hitch to haul the trailer.

4. People confuse our system with a Volunteer Fire Department. WE ARE NOT A VOLUNTEER FIRE DEPARTMENT. As stated in our last newsletter, if you tell your insurance company that we have a Volunteer Fire Department, you risk invalidating your coverage in the event of a claim.
Our sole purpose in "fighting fires" would be not to necessarily save a building but rather to prevent the fire from spreading to other properties.

We have debated this issue for many years. Your executive met and discussed the following options:

1. Try to "revitalize" our fire system. This would require the development of a group of dedicated volunteers. It would also require the development of a system of notification and this would necessitate someone being "on-call" all the time.

2. Sell off the equipment at fair market value.

It appears highly unlikely that we could be successful with proposal number 1. Your executive is recommending proposal number 2 with details as follows:

* Retain the floating pump and at least 150 feet of hose. We always have that pump in the water and ready for use at our fireworks display.

* Sell the remainder of the equipment, plus the trailer, at fair market value. We have done some preliminary research to this end and even have an interested buyer. Our members, however, would be afforded the first chance to be competitive.

This issue is up for discussion at our general meeting on May 18.

 

EXECUTIVE NOTE

At our general meeting on August 31, we will be electing a new executive to carry on the business of the KLCOA. It is always a challenge to persuade people to stand for election. As a matter of fact, I can't remember the last time we had an election as we have been hard-pressed to even field a slate of officers for approval. I have noticed, with great joy, an increase in the number of younger members in the audience at our meetings and I would encourage anyone who cares about our community to become involved. The challenges ahead of us are exciting and work on the executive can be very rewarding without being time-consuming. If you have any questions regarding the job description of any particular role, please fell free to call me.

A few of our committee chairs have filed preliminary reports for your consideration.
 

ROADS REPORT - FRED MUSINKA

At the time of this writing, Dysart's budget for 2002 has not been finalized. The following projects have been requested to be addressed:

* Watts Trail to be completely paved....The 800 metre section to Huckleberry Lane requires culvert work prior to paving.

* North Kennisis Drive from approximately #80 to Paddy's Bay requires resurfacing...but first the section just before Bone Creek requires dynamiting (A project started two years ago but never completed). Brushing from Paddy's Bay to the dam is urgently required.

* South Kennisis Drive from approximately #150 through to approximately #240 ( a distance of 3 km.) needs to be resurfaced.

* Other general maintenance operations will need to be performed as time and money permits

An update will be provided at the Spring General Meeting.

Swimming – Earla Hume

In talking with Earla, it appears that we still require instructors if the programme is to continue. Our earlier appeal brought some response, although the applicants were too young to fulfill the requirements of the Red Cross programme. We are still searching for a mature qualified instructor. Please call if you have any leads.

The Marina has been generous in allowing us to use the old Backwoods Restaurant in the event of inclement weather. This building no longer exists so alternate plans will have to be made.

Sorry I can't make your meeting this Sat. I hadn't planned to be at the Lake.
I had one family ask about the children's' sailing program we had with the OSA a few years ago, and I explained to them why we could not commit to the program without 20 children registered. They were a new family down on the new west shore development.

We of course plan our annual Regatta Week-end Sailing races, be sure the races are scheduled in the Regatta program.

Something you might want to discuss at you meeting. I would certainly like to know where we stand on our Legal Responsibility for Cottage access roads. Refer to Cottage Life Mag. Nov./Dec 2001 page 106/107. I'm on a short spur road off the main road, as are many others on the Lake. Who owns the road.? It certainly doesn't show on my deed. Lots of people have these roads ploughed in the winter. Who is responsible? It say's that FOCA has insurance for part protection. Are we still in good stead with FOCA.?
This might be a good item to cover at the Spring meeting.

By the way I won't be at the Spring Meeting either, sorry. My wife and I are going to England and won't be back in time.

Rock Bass Tournament - July 6 – Keith Rodd
This event has proven to be successful and a lot of fun. We urge more participation. Remember, on this weekend, you don't require a Fishing Licence. Keith will have more details at our meeting.

This annual popular event will be held at the Marina on Saturday August 3 with Sunday August 4 as the “rain date”.

KLCOA SIGN
OK, so I'll change it one more time. You would think that the sign asking people not to park on snow routes would be inapplicable but considering that on April 28 we had snow, hail, sleet and power outages, it was still "in vogue". Mike Hartin will oversee the creation of a new sign board and will be looking for volunteers. A new sign has been approved but we might want to consider a new location, especially in light of the new development on the lake.
 

SATELLITE LCBO OUTLET

Bill Burden, of the West Guilford Shopping Centre, has been approved to operate a satellite LCBO outlet in his store. Bill tells me that he'll be in operation by May 17.

Attempts are still being made to get this project organized and up and running. Volunteers are still required and if you are interested please call Rob Dillane at the County offices. A meeting is planned but, oddly, it is the same time as our annual meeting.

BURNING REGULATIONS

 MUNICIPALITY OF DYSART ET AL

IN EFFECT APRIL 1 TO OCTOBER 31

  1. NO burning between two (2) hours after sunrise to two (2) hours before sunset.
  2. Fires must be attended at all times.
  3. Person in charge must be competent.
  4. Must have adequate equipment to extinguish fire.
  5. Person is responsible for any damages.
  6. Fire must be away from combustible material by at least three (3) metres.
  7. Pile not to exceed two (2) metres high.

If you are renting your cottage or if you have friends or relatives using your cottage without your being there, please make certain that they are aware of these regulations.

June 29 - Big Band Dance at the West Guilford Community Centre featuring the GTA Swing Band Sponsored by the Haliburton Lions . All proceeds going to the Haliburton Highlands Health Services Foundation.

July 2 to August 9 - HIGHLANDS SUMMER FESTIVAL - live theatre in the Northern Lights Pavilion, Haliburton - 4 great shows done over a six week period - call 457 - 9933 for info or visit the website at www.highlandsummerfestival.on.ca Brochures will be at the Marina Store.

Weekend of July 12 - Haliburton Highland Games - Bigger and better than ever.

There is no doubt a lot more happening but this is the information available to me at publication deadline.

Don't forget that there's always lots to do at the Haliburton Forest. Stop in and pick up their many brochures.

May 12 - WE'RE ON TV - I understand that the coverage of our annual regatta that was done by Cottage Life TV will be aired that day and again on subsequent days. Check your local listings. They have made two copies available to us and we'll be showing them at our annual meeting.

May 18 - KLCOA GENERAL MEETING - in the seminar room at the Forest. - Coffee at 9:30 am - Meeting at 10:00 am sharp!

July 1 - Our annual FIREWORKS EXTRAVAGANZA at the Marina at dusk.
